In July 2008, Orthodox believers gathered in Pattaya to discuss the creation of a church parish in the name of all saints who have shone from ages past. It was decided that the parish would be part of the Orthodox Church of Thailand under the jurisdiction of the Moscow Patriarchate. The governing bodies of the parish were elected at the meeting, and its Charter was approved.

In February 2009, thanks to donations from several parishioners, a plot of land was purchased in the northern part of Pattaya, in the Naklua area, on Long Beach Street. The land was almost ready for construction, as it did not require significant preparatory work. By November 2009, a church was built on this site.

In December 2009, Archbishop Hilarion (Alfeyev), who headed the official delegation of the Russian Orthodox Church, consecrated the church. After the Divine Liturgy, at the request of the Thai authorities, he presented commemorative medals for the "10th Anniversary of Orthodoxy in Thailand" to some parishioners.

Over time, the number of parishioners significantly increased, and the need for the expansion of the church arose. In March 2015, Priest Danai Vanna acquired an additional plot of land adjacent to the church for the Orthodox Church in Thailand. The funds for the purchase were raised through donations from benefactors.

As a result of the reconstruction, the small church was significantly expanded: its internal area and space increased by 2.5 times. Two new altars were added: the upper one in honor of the Apostle Andrew the First-Called and the lower one in honor of Saint Martyr Photinia of Palestine.

The church is open for visits daily from 8:00 AM to 8:00 PM. It houses a list of the miraculous image of Saint Nicholas and a relic of Blessed Matrona of Moscow, handed over by the rector of the Protection Cathedral in Gatchina, Priest Mikhail Yurimsky. The church has a Sunday school for children and a parish library with rare books on Orthodoxy and Russian classical literature. Services are conducted by Thai priest Father Daniel (Danai) Vanna, who is the first Thai Orthodox priest in the world.
