On July 12, 2002, His Grace Theophylact, Bishop of Bryansk and Sevsk, appointed the rector of the church dedicated to the Vladimir Icon of the Mother of God. From that moment, the formation of the Orthodox parish began. A lease agreement was signed for the premises of a former kindergarten, which was renovated into a church, located at Vokzalnaya Street, 142. By the blessing of the Bishop, a moleben was held in the church every Sunday, and the premises underwent restoration.

The first Liturgy took place on the day of the Bright Resurrection of Christ, April 27, 2003. Celebrations in honor of the Vladimir Icon of the Most Holy Theotokos are held three times a year: June 3, July 6, and September 8.
