In July 1997, Archbishop Paisiy of Oryol and Livny blessed the construction of a church in honor of St. George the Victorious in the area of the Workers' Settlement of Livny. Soon, a meeting was held to approve the parish's civil charter and elect the parish council and audit committee. Under the guidance of the rector, Priest Sergey, the foundation was laid, and the zero level of construction of the George Church was reached. However, on January 5, 2002, Priest Sergey peacefully passed away.

To continue the construction, Bishop Paisiy appointed Priest Alexander Prishchepa. During this period, a contract was signed with the contracting organization 'Stroinvest,' headed by V.F. Krasilnikov, for the further construction of the church.

By 2004, the dining area of the church was completed. On the evening of May 5, the first All-Night Vigil took place, and on the morning of May 6, on the feast day of St. George the Victorious, the first festive Divine Liturgy was held. Since then, by the blessing of Archbishop Paisiy, services in the church have been held daily. In the intervals between services, construction and finishing works were carried out in the dining area, and the construction of a utility room began. In 2005, the improvement of the dining area was completed: the walls were plastered, puttied, and painted, ceramic granite tiles were laid on the floor, the temporary iconostasis was updated, and a three-tiered chandelier was purchased. Utilities were connected: water, sewage, gas, and 400 sq. m of the church territory was asphalted. From September 1, 2005, the parish newspaper 'Georgievsky Blagovestnik' began to be published, and on October 1, 2005, a Sunday School for children and adults opened at the church.

In 2007, the brickwork of the dome part of the church was completed. A 200-meter concrete fence was built at the back of the church. The construction of the utility room continued.

In 2008, the brickwork of the dome and altar parts of the church, as well as the side parts, was fully completed. Two classrooms for the Sunday School were finished and opened. The vaults of the central dome were constructed, metal spheres were welded and sheathed, metal ceilings were installed in the dome part, and the dome was covered with roofing material. The brickwork of two apses was completed, rafters were arranged, and the roofs of the altar part and apses were sheathed, electrical wiring was installed, windows were placed in the dome and altar parts, and a dome was purchased. The church territory of 698 sq. m was asphalted.

In 2009, bells were consecrated and installed on the church bell tower.

On April 24, 2013, Archbishop Antoniy of Oryol and Livny consecrated the dome and cross of the church bell tower. The consecration was attended by the dean of the Oryol district, the rector of the George Church, Priest Alexander Prishchepa, and the clergy of the church. On April 25, the dome and cross were raised on the bell tower.

In September 2014, by the decree of Metropolitan Antoniy of Oryol and Bolkhov, the church was transformed into the archbishop's residence of the Oryol diocese in Livny, receiving the status of a canonical subdivision. Priest Alexander Prishchepa continued to serve as the rector of the church while maintaining his previous duties in Oryol and his position as dean of the Oryol district.
