The history of the parish of the church in honor of All Saints begins in March 1998, when it was decided at a parish meeting to raise funds for the construction of a church complex near the central cemetery of the city. The complex is to include a church, a chapel, and auxiliary buildings.

On August 17, 1999, permission was granted for the allocation of land for construction. By the decree of the head of Bryansk on November 25, 1999, the parish of the church in honor of Saint George the Victorious was allowed to develop a project. On December 2, the chief architect of Bryansk approved the architectural and planning assignment for the design of the church complex, including the church, chapel, auxiliary premises, and parking lot.

Construction began in 1999, and by May 2000, the church-chapel started functioning. Services began to be conducted by the appointed rector, Hieromonk Seraphim (Pavlov). On January 22, 2003, the rector of the church in honor of Saint George the Victorious became Priest Peter Ponomarev.

In 2009, a church in honor of All Saints was laid on the territory of the church complex, and the parish was re-registered under a new name.

The church will be consecrated in honor of All Saints, as it is located near the central city cemetery. According to ancient Russian tradition, churches located near cemeteries were consecrated either in honor of the Resurrection of Christ or in the name of All Saints.
