In January 1991, a parish was established in Cheremisino. Initially, a plot for the construction of the church was allocated on the eastern outskirts of the village. There, a temporary trailer was set up, where services began to be held on Saturdays.

The foundation for the future Church of the Descent of the Holy Spirit had already been laid, but Bishop Juvenal did not arrive to consecrate the site at the appointed time for unknown reasons. On December 20 of the same year, after an appeal to the district authorities, permission was obtained to use an abandoned building in the center of the village for the church.

A few days later, active parishioners began renovating the building and installed a stove. By Christmas, services were held in a whitewashed, clean, and warm room. By Easter, it was possible to expand the space, as many wished to visit the church.

In May 1992, permission was granted for the construction of the church, and 16 hundredths of land were transferred for the church's use. By Easter, the area was tidied up through collective efforts.
