The church with one dome and one altar was rebuilt between 2003 and 2007 from the former wooden House of Culture, which was faced and supplemented with brick. The reconstruction was funded by Oleg Kartlosovich Panin. The first service took place in August 2018, and the consecration of the church was held on November 6, 2012.

The parish was founded in 1998 with the blessing of Archbishop Melchizedek of Bryansk and Sevsk. The church is built of stone and wood, and its foundation uses ancient boulders and red bricks dating back to the time of the construction of the estate of Mikhail Alexandrovich Romanov. The church building is located in the center of the village of Lokot.

The church is dedicated to the New Martyrs and Confessors of Russia, among whom is Grand Duke Mikhail Alexandrovich Romanov, the first from the royal family to be shot by the Bolsheviks. His palace and estate were located in the village of Lokot and the village of Brasovo. At the insistence of Metropolitan Melchizedek of Bryansk and Sevsk, the wooden building of the former turpentine factory from 1903 was rebuilt into a church between 2003 and 2007. The site for the church was chosen deliberately, as there was a chapel here before the factory was built. A children's Sunday school also operates at the church.
