The city almshouse, dedicated to Saints Constantine and Helena and known as "Cathedral," was located on Naberezhnaya Street, now Svobodnaya, house 25. The building had church domes, which are now lost. The chairman of the almshouse council was the city mayor, and the council included merchants A.V. Naplekov, T.I. Vasilyev, and I.V. Popov.
