The house belonging to P.I. Rastorguev was built in the historical center of Tambov. It is located along the red line of Bazarnaya Street and is part of the urban estate, playing an important role in shaping the city’s architecture. Under part of the building that extends into the block from the north side, there is a basement. The facade facing Bazarnaya Street is painted over the brick. The main eastern facade is asymmetrical, featuring an arch with metal gates. The main entrance is highlighted by pilasters and a triangular pediment.

Petr Ivanovich Rastorguev, the son of a Lipetsk merchant, purchased part of the house from State Councilor Akim Kazmich Goretsky.

The tax book of the Tambov City Administration for 1917 indicates that the owner of the house was merchant's son Petr Ivanovich Rastorguev, with the property valued at 3000 rubles and an income of 240 rubles. He likely remained the owner of the building on Bazarnaya Street until 1917.

Currently, apartments are located on the second and partially on the first floor of the building, while the first floor is used for shops.

The house has been repeatedly mentioned in the local press, as residents complained about its condition and demanded resettlement. In 2018, the building at Bazarnaya, 110 was recognized as emergency and subject to demolition. However, in early 2019, it was decided to preserve it and carry out reconstruction, which is to be done by the residents themselves.

Since October 2019, the house has been designated as a recognized cultural heritage site and is acknowledged as a monument of regional significance. Researchers believe that the building has urban planning significance, historical value, and is a vivid example of construction from the 19th and early 20th centuries. Despite the emergency condition of some elements, it has largely retained its historical appearance: the design of the facades, window and door openings, and load-bearing walls.
