In the second half of the 19th century, the estate belonged to G. V. Kondoidi, who was the leader of the Tambov nobility and a state councilor. In 1867, he decided to reconstruct the stone building on Gymnasium Street (now Kommunalnaya Street) in the popular pseudo-Renaissance style of the time. The building has two stories on a high basement and a symmetrical front facade. The central risalit stands out and is topped with a richly decorated attic. The corners of the building and the piers on the first floor are adorned with deep rustication. The balcony of the risalit is supported by two cast-iron columns of rectangular section, decorated with fine fluting and topped with Corinthian capitals. All facades, especially the front one, are richly decorated with elements of Baroque architecture.

A few years after the reconstruction, Kondoidi sold most of the estate, and the house came into the possession of the city administration. Since the 1920s, various Soviet institutions have been located in the building. Since 1991, it has housed the Tambov city administration.
