In Syzran, the house of Pavel Timofeevich Elizarov, who was the director of the city Public Bank, has been preserved. The building was constructed in the late 19th century. The Elizarov family is also known thanks to his brother, Mark Timofeevich, who was the first People's Commissar of Transport of Soviet Russia, the founder of fire protection and insurance, as well as one of the prominent figures of the 1905 revolution. Mark was married to Anna Ilyinichna, the sister of Vladimir Ulyanov (Lenin).

The Elizarov brothers were born in the village of Bestuzhevka on the left bank of the Volga. Their father, a former serf, was a respected man and was often elected as the village elder. He raised his sons to be honest and hardworking individuals.

Unlike his younger brother, Pavel Elizarov preferred to engage in business. He accumulated significant capital by renting land and donated funds for the construction of a church in the Lower Syzran hamlets. After a fire in Syzran, he built a large two-story stone house on Bolshaya Street (now Sovetskaya, 34).

In the city, Elizarov's fruit trade called "Yalta" was well-known, as well as a café and a bar. Pavel Timofeevich owned a flour warehouse and was part of the directorate of the "Partnership of Repyevsky Mills." He was regularly elected as a member of the Syzran Zemstvo Assembly and a member of its auditing commission. When discussing the expansion of the school network in the district, he proposed increasing teachers' salaries and raising compensation for housing costs.

For many years, Pavel Elizarov was the director of the city Public Bank. In 1913, a new building for the bank and pawnshop was constructed on Bolshaya Street (now Sovetskaya, 41), coinciding with the bank's fiftieth anniversary. In honor of this event, the bank allocated 50,000 rubles for city construction.
