On May 18, 1984, in the presence of over 500 guests and residents of the district, the museum was officially opened on the territory of the district military enlistment office.

The question of creating the museum was repeatedly discussed at meetings of the district executive committee and the district party committee, but for a long time, it was difficult to find a suitable premises. Only after the construction of the new military enlistment office building was completed, at the suggestion of the enlistment officer Amazaps Martirosovich Nagabedian, it was decided to partially use the vacated old building to create a room of military glory, and later the museum.

On September 15, 1980, the executive committee of the Dinskoy District Council of People's Deputies adopted decision No. 329 on the joint participation of enterprises and organizations in the district in the creation of the district historical museum. Funds were deposited into a special account at the state bank, and the artistic design was entrusted to the district department of culture. A total of 40 thousand rubles were collected and spent.

Mathematics teacher T. Chekrygina was appointed director of the future museum, considering her experience in creating a school museum in 1967. She developed a thematic-exposition plan for the museum halls and consulted with scientific staff from the Felitsyn regional museum, as well as with museums in Novorossiysk, Yelizavetinskaya, and Timashevsk. The collection of materials involved school scouts and the youth of the district.

Local historian Yuri Mikhailovich Bodyaev, a teacher at school No. 1, compiled a map of ancient settlements in the Dinskoy district and prepared materials for various stands dedicated to the region's history. Artists N.N. Dyachenko, V.N. Kharchenko, A.N. Petrov, A.A. Rakitansky, and Yu.K. Chuev decorated the museum, creating the diorama "Watchtower" and a reconstruction of a Cossack hut. Visitors note the presence of many valuable exhibits and documents in the museum.

A group of guides from local schools and retirees was prepared for the museum's opening. Plans and sketches for the decoration of the halls were approved by the museum's public council.

In the 1990s, there was a need to expand the museum and move it to the center of the Dinskaya stanitsa. A location was chosen next to the district pharmacy and the cinema "40 Years of Victory." A commemorative stone was laid with an inscription about the future Museum of Victory of the Soviet people in the Great Patriotic War. A special account was opened to raise funds, but after the Chernobyl disaster, the money was redirected to eliminate the consequences of the catastrophe.

Museum staff were offered to renovate the building of the former medical college, but it turned out to be available only for rent. It was also not possible to obtain the building of the former Romanov school.

Plans to create a new museum building made of glass and concrete, with exhibitions and display halls, remained unrealized. The museum continues to organize exhibitions and welcome guests, despite limited capabilities.
