The Volgograd Regional Children's Art Gallery is the first state museum for children in Russia. The idea of creating such a museum in Volgograd and its realization belonged to Volgograd artists Elena Orlova and Evgeny Fedorov. The decision to open the gallery was made in 1990. Elena Orlova led the gallery from its founding until 2010. The gallery's collection includes over 22,000 paintings and graphic works from 36 countries, including Japan, the USA, the Netherlands, Belgium, Luxembourg, Bangladesh, India, Kenya, the Czech Republic, Poland, Canada, Sri Lanka, Indonesia, Ghana, Finland, and others. Exhibitions of children's drawings from this collection have taken place in France, Belgium, Denmark, Finland, England, Germany, the Czech Republic, Poland, Macedonia, the USA, Japan, India, China, and the United Arab Emirates. The gallery is included in the international catalog of children's museums published in 1998 in Japan. Its archives contain letters from US President George Bush and the Danish royal family.

The gallery is located in a neoclassical building, which is a cultural heritage site and represents an example of a residential house from the mid-1950s.
