On August 23, 1936, the residents of the village of Kolp in the Kurlo district filed a complaint with the Commission for Religious Affairs under the Presidium of the All-Russian Central Executive Committee. They reported that on April 11, Easter day, an hour before the service, the land commissioner of the village, M.S. Donskov, came to the church and announced to the believers and the church council the decision of the Plenary Session of the Kolp Village Council to stop the ringing of the bells. Citizens present at the plenary session stated that no voting on this issue had taken place, as the chairman of the village council did not allow it. He noted that most members of the plenary were against the cancellation and declared that the voting was a kulak scheme, forcing everyone to sign the resolution. Those who objected were marked and taken note of. No special meeting of collective farmers and individual farmers regarding the cancellation of the bell ringing was held in the village of Talanovo or in the settlement of Krasnaya Zarya. The issue was decided at a meeting on other topics when most citizens had already left, and the remaining five people made the decision to cancel the ringing, presenting it as a decision of the general meeting. On April 11, a meeting of citizens took place in Kolp, and although the majority were against it, the chairman of the village council, Shmygov, approved the decision. In the Kolp Village Council, the religiosity of the population was very high. In their complaints to the All-Russian Central Executive Committee on August 23 and October 5, residents claimed that in every household there were believers: if the head of the household was non-believing, then the wife with the children was believing, and vice versa. Shmygov did not allow believers to collect signatures against the cancellation of the ringing, having confiscated a list with 360 signatures in the village of Talanovo. Thus, he achieved the approval of his resolution in the Kurlo District Executive Committee, and on August 9 in the Ivanovo Regional Executive Committee, which allowed the Kolp Village Council to demand compliance from the church council with the directive of the regional executive committee.
