The consecration of the site for the construction and the laying of the Church of All Saints in Novomoskovsk took place on July 7, 2007, with the blessing of Metropolitan Alexy of Tula and Efremov. The ceremony was conducted by the abbot of the Holy Assumption Male Monastery, Archimandrite Lavr Timokhin, who became the first rector of the church.
The construction of the church was carried out in stages with funds raised by the residents. Significant contributions to the construction were made by Nikolai Nikolaevich Minakov, Igor Mikhailovich Potapov, and Vadim Anatolyevich Zherzdev.
On December 27, 2016, domes with crosses were installed.
Since March 2017, regular services began to be held in the church. By this time, the building was 90% complete and equipped with everything necessary for conducting services.
After the passing of Archimandrite Lavr Timokhin on April 12, 2018, by the decree of Metropolitan Alexy of Tula and Efremov, Priest Feodor Peredireev became the rector of the church. On July 7, on the anniversary of the church's laying, a new bell tower with seven bells and a 230-kilogram Great Bell was installed in memory of Archimandrite Lavr Timokhin. On October 13, the church was consecrated by the dean of the Novomoskovsk district, Protopriest Vladimir Lysikov, with the participation of the clergy of the deanery, by the blessing of Metropolitan Alexy of Tula and Efremov.
