On the gentle slope towards the Sviyaga River, one of the three rivers of Ulyanovsk, a small wooden church dedicated to All Saints rises among the greenery of trees. This is one of the recently built Orthodox churches in the city. Its construction began on July 7, 1995, on the day of the Nativity of John the Baptist, and the consecration took place on April 7, 1996, on the Feast of the Annunciation of the Blessed Virgin Mary. The church was erected in nine months and has become one of the most visited in Ulyanovsk. It is the first in the complex of the Spaso-Ascension Cathedral, the construction site of which is located fifty meters from the church.

The church was built entirely on donations from the residents of the city and region, as well as charitable contributions from various enterprises and organizations. Notably, donations for the construction of this first church in Ulyanovsk after the revolution, in Lenin's homeland, which suffered greatly during the era of godlessness, also came from abroad, including from the Vatican. This may be the first case in the history of Orthodoxy after the division of the Churches, when the Catholic Church participated in the construction of an Orthodox church.

The architectural design of the church is based on northern Russian church architecture. The church has a cross-shaped plan and a high cross-domed roof topped with a dome featuring an eight-pointed cross. This architecture is interesting in comparison to the traditional classical basilica churches of the Middle Volga region. The authors of the project are the spouses Lia and Alexander Varyukhins. For their contribution to the development of restoration projects for churches in the Volga region and the creation of new churches and chapels, Lia Varyukhina was awarded the Order of Saint Equal-to-the-Apostles Princess Olga, and Alexander was awarded the Medal of Saint Blessed Prince Daniel of Moscow.

The construction of the church was actively participated in by the Cossacks of the Simbirsk Cossack District. After the consecration, the All Saints Church became the spiritual center of the local Cossacks, and the flag of the Cossack district is kept in the church. For their participation in the construction of the church, the Cossacks were awarded a Patriarchal Letter by the Most Holy Patriarch.
