In 1648, opposite the Lebyazhya sloboda of the Laishyev settlers, on the opposite bank of the Sviyaga River, 100 mounted Cossacks, including stanichniki and guards, were settled. They were allocated 3030 desyatins of land for plowing and 471 desyatins of hayfields in the Altynbaev meadows.

This new sloboda was named Kamennaya, and later became known as the village of Podgorodnaya Kamenka, to distinguish it from Kamenka Rtishcheva. In 1697, 95 families of Cossacks were relocated from Kamennaya sloboda to Azov for permanent residence, and their lands were distributed to various individuals in 1699, so that the settlers from Azov would not return to their former slobodas. The Kostroma Trinity Ipatiev Monastery was granted 500 quarters of plowing land and 100 desyatins of meadows beyond the Volga.

In 1799, Podgorodnaya Kamenka belonged to economic peasants of the state department and Colonel Irina Ivanovna Beketova, who purchased land here from the Trinity Ipatiev Monastery in 1775. The village had 170 peasant households, with 415 men and 557 women living there.

The church in Kamennaya sloboda was built in 1654 in honor of the Transfiguration of the Savior. In its place, a new church was erected in 1792, donated by Stepan Egorovich Krotkov from the village of Isheevka; it burned down in 1821. The current church, also dedicated to the Transfiguration, but with an altar of Saint Nicholas the Wonderworker, was built in 1823. A school in the village opened in 1869.
