In 1871, with the funds of the first guild merchant and honorary citizen of Tyumen, Semyon Mikhailovich Trusov, a building for an orphanage was erected, named Vladimirsky in honor of the visit to Tyumen by Grand Duke Vladimir Alexandrovich.

At different times, between 20 and 50 children lived in the orphanage. A special trough was arranged on the current Republic Street for abandoned infants, allowing them to be brought inside immediately. The orphanage accepted children who were left without parents or whose families could not feed them. A church parish school with a four-year curriculum was organized for orphans, along with vocational training. The orphanage also assisted graduates with employment.

In 1879, S.M. Trusov, the guardian of the Vladimir orphanage, requested the construction of a house church. After his death, this task was taken on by his daughter Fotina Semyonovna Serebryakova. In 1885, the church was built and consecrated in honor of the righteous saint Simeon the God-Receiver. Until 1887, it was affiliated with the Assumption Church, and then it became independent with its own priest and psalmist. The iconostasis of the church was crafted by Moscow masters, and the walls and dome were painted in a style reminiscent of the Cathedral of Christ the Savior.

The October Revolution of 1917 and subsequent persecutions of the Church led to the closure of the church in 1920. From 1930, the building of the former orphanage housed the Soviet Party School, then Pedagogical College No. 1, and from 1963 to 1999, it was home to the morphological department of the Tyumen Medical Institute.

In 1999, the building of the church of Saint Simeon the God-Receiver was returned to the Tobolsk-Tyumen Diocese. Restoration work continued from 2000 to 2004, and on March 4, 2004, the church was consecrated. In 2000, the newspaper 'Nachalo' began publication here, later renamed 'Orthodox Enlightener', and in 2001 it became a magazine. In the same year, the youth movement 'Young Orthodox Siberia' and a spiritual and educational center were established at the church. In 2002, theological-pedagogical courses began operating.

Today, the historical building of the Vladimir orphanage houses the Tyumen Deanery of the Tobolsk Metropolis. It is home to the Diocesan Pilgrimage Department, the library of the Znamensky Cathedral and Tyumen Deanery, a Soul Care Center, a department for working with children and youth, and Theological courses. Informational talks, sobriety society meetings, seminars for teachers, and children's and youth competitions are held here. Akathists and molebens are performed in the house church.

On May 11, 2010, a meeting took place in the church building between Archbishop Dmitry of Tobolsk and Tyumen and Governor of Tyumen Region V.V. Yakushev, where issues of improving the church territory were discussed.
