The village of Neley is located in the Pervomaisky District. According to the order of the Department of Historical and Cultural Heritage Protection of Nizhny Novgorod and the Nizhny Novgorod Region dated April 24, 2000, No. 5-OD, the village's Peter and Paul Church was recognized as a historical and cultural heritage site. Although the date of the object is indicated as 1898, local historian Vladimir Bakunin claims that the church was built after 1904. However, order 5-OD lost its validity on October 20, 2014, according to order No. 159 of the State Heritage Protection Department of the Nizhny Novgorod Region.

The village also contains the grave of Anna Vasilievna Manaeva, who lived in the 20th century and was known for her gift of foresight and prophecy. Locals venerate her as a saint, and a chapel has been built at her grave.
