The foundation of the Panteleimon Church took place on August 6, 1913, and its construction was completed on August 14, 1914. The church was a single-story wooden structure on a stone foundation, with a volume of 2661 cubic meters. The architect's name is unknown. According to other sources, construction took place in 1914-1915, and the consecration occurred in 1915.

The church, with two altars, was built with funds from benefactors and residents of Tuty in honor of the 300th anniversary of the Romanov dynasty. The main altar was dedicated to St. Panteleimon the Great Martyr and Healer, while the second altar was dedicated to the Iveron Icon of the Mother of God. The feast day was celebrated in honor of the Iveron Mother of God. There was a chapel at the church for the clergy in the name of the icon of the Mother of God "Joy of All Who Sorrow."

An independent parish at the Panteleimon Church was established on September 19, 1914. By 1916, the parish had 2560 members, including residents of Old and New Tuty. Services continued until 1929.

In November 1929, at the request of workers and residents of Ulyanovsk-I station, supported by a petition from the city council, it was decided to close the Panteleimon Church and convert it into a kindergarten for the children of workers. The city council allocated about 2500 rubles for this. The kindergarten opened on March 1, 1930. In June of the same year, the bells weighing a total of 26 poods 37 pounds were removed and confiscated from the closed church.

During the Great Patriotic War, the former church building housed a mobilization point where Red Army units were formed for deployment to the front. In the 1950s, it was used as a conscription point. Later, a training hall for the sports school of the "Lokomotiv" society was established in this building, whose stadium was located nearby.

In 1962, the city council decided to demolish the church and build a school in its place. School No. 11 was opened in 1963.
