In 1996, Father Luka Aksyonov, a former sergeant of the RVS and hieromonk of the St. John the Theologian Monastery, came to the Ryazan garrison hospital. Hearing on the radio about the admission of wounded and sick from Chechnya, he, with the support of the hospital commander, began visiting them for spiritual support. These meetings became regular and important for the spiritual life of the hospital, initially held in the hospital club. Later, the idea arose to build a chapel on the hospital grounds, which began to be constructed on the eve of the 2000th anniversary of the Nativity of Christ. The construction was funded by donations from caring individuals, each contributing as they could. Indeed, it was built by the whole community.

The construction was completed in 2002. The church was named in honor of the icon of the Mother of God "Intercessor of Sinners," Saint Great Martyr and Healer Panteleimon, the patron of doctors and warriors, and Saint Luke, Archbishop of Simferopol and Crimea, the renowned surgeon V.F. Voyno-Yasenetsky. The church houses Orthodox relics: a particle of the relics of Saint Luke, an ancient icon of the healer Panteleimon with a particle of his relics, and a golden floor cross blessed by His Holiness Patriarch Alexy II. The church features a rare white stone iconostasis. The walls were painted by a group of icon painters from the St. Petersburg Academy of Arts under the guidance of Father Luka, who also participated in the painting and created the over-gate image of the Mother of God. In one of the fragments of the painting, among the holy martyrs, the warrior-martyr Yevgeny Rodionov is depicted, who was beheaded by Chechen militants for refusing to remove his cross. He heroically died for Faith and Fatherland. At this time, an ancient icon of the Great Martyr Panteleimon with a particle of his relics and a modern image of Saint Luke of Crimea with a particle of his relics were donated to the chapel.

On June 5, 2004, Archbishop Pavel of Ryazan and Mikhailovsk consecrated the chapel in honor of Luke of Crimea.
