In 1890, the parishioners of the Nikolsky Sretenensky Cathedral appealed to the authorities with a request to build a new church. In April of the same year, the Veliky Ustyug Spiritual Administration granted permission for construction, supported by a plan and project of the building provided by the Vologda Provincial Construction Department. Six months passed from the request to the start of construction, and finally, on June 30, 1891, Priest Alexander Zamarayev announced that the Lord had blessed, with due solemnity and according to church rites, the laying of the foundation of this Holy Temple, which became a joy for the city and a comfort for the entire parish. Just three months later, the altars were consecrated. The city mayor, E. Ryzhov, issued an order in which the Nikolsk Church-Parish Guardianship requested all merchants in the city of Nikolsk to close their establishments during the Divine Liturgy and the procession, which was to take place on September 29, Sunday, in celebration of the consecration of the altars in the new church.

The Kazan Church is a cross-domed temple approximately thirty meters high with a large bell tower, built in the Byzantine style. The majestic dome, ten meters in diameter, is topped with a three-meter cross, and the bell tower features a tall spire with a cross. The roof is covered with zakomaras, emphasizing the beauty of the structure by combining verticals and semicircles of arches. The decor of the temple is strict and expressive. On the northern and southern sides, there are two high stone porches with gable roofs. The church resembles ancient Russian structures, such as St. Sophia in Kyiv, while simultaneously embodying features of 19th-century Russian architecture. It is unusual for the northern tradition and unique for the Vologda province.
