On July 5, 1999, Patriarch Alexius II, while in Tula, consecrated the foundation stone for the church, the construction of which began a year later on the territory of the Tula Artillery Institute. In the autumn of 2001, the church was completed with two gilded domes shaped like military helmets, and on September 16, it was visited again by Patriarch Alexius II. The church houses an icon of Saint Alexius, gifted by the Patriarch in memory of the institute's cadets.

The church has a library, catechist courses, and a Sunday school. Cooperation has been established in the field of spiritual and educational work with Educational Center No. 20 and the Pedagogical University.
