The history of the chapel built in honor of saints Kirik and Ulitta in the village of Novinki is closely tied to the name of Valery Mikhailovich Khalilov. He, along with the villagers, erected this chapel. Valery Mikhailovich was the leader and conductor of the Academic Ensemble of Song and Dance of the Russian Army named after A.V. Alexandrov, a People's Artist of Russia and a lieutenant general. Unfortunately, on December 25, 2016, he tragically died in a plane crash in Sochi when a Russian Defense Ministry plane was heading to Khmeimim, Syria. Along with him, 91 people died, including 64 artists of the ensemble.

Novinki was the place that Valery Mikhailovich loved the most, as his close ones recalled. Here, in Novinki, his soul lived, while his work was in Moscow. All of Khalilov's maternal ancestors were born and lived in this village. Half of Valery's childhood and youth was spent in his grandmother's old house, and he considered this place his second homeland. Valery's brother, Alexander Khalilov, recalled: "Valera initiated the construction of the chapel. Every villager contributed: some brought bricks, some stones, some cement. We call it the prayer pillar. My brother was the main builder. Inside the pillar is a metal tube with a list of all the villagers. He was such a generous and kind person, always making donations." According to local residents, there used to be a small chapel in the village that was destroyed, and on holidays, grandmothers would go to church in the neighboring village. The main holiday in Novinki is celebrated on the day of the heavenly patrons of the village, saints Kirik and Ulitta, who died a martyr's death in the Roman Empire around 305 AD. The holiday, known as Kiriki, is still celebrated on July 28.
