On September 8, 2006, Archbishop Georgy of Nizhny Novgorod and Arzamas consecrated the kiot at the border of Nizhny Novgorod and Vladimir regions. The ceremony was attended by Archbishop Evlogy of Vladimir and Suzdal, Archbishop Theophan of Berlin and Germany, as well as Archbishop Philip of Poltava and Kremenchug. The Chairman of the State Duma Committee on Social Policy Andrey Isayev and leaders of the authorities of Nizhny Novgorod and Vladimir regions were present at the service.

Archbishop Evlogy emphasized that the kiot at the border of the two regions symbolizes the spiritual connection between the lands of Nizhny Novgorod and Vladimir, and presented Archbishop Georgy with an icon of the Mother of God of Kazan. The 8-meter kiot featuring images of the Reverend Seraphim of Sarov and the Vladimir Icon of the Mother of God is installed at the entrance to Nizhny Novgorod region from the side of Vladimir. The project of the kiot was developed and implemented through the joint efforts of the Federal Highway Administration of Moscow, Nizhny Novgorod, and the Nizhny Novgorod Diocese.

The project for the installation of kiots on federal highways is being carried out jointly by the Federal Road Agency and the Nizhny Novgorod Diocese. On April 26, the first kiot featuring the image of Seraphim of Sarov was opened on the highway between Nizhny Novgorod and Saransk, at the border of Nizhny Novgorod region and the Republic of Mordovia. Igor Donato, head of the Federal Road Agency, noted at the opening: 'We hope that the presence of these shrines will protect drivers, warning them against unjustified risks and reminding them of the value of human life.'
