The chapel was built on the site of a former reed factory, where the Nazis burned alive about 1700 residents of Belgorod and prisoners of war. The consecration took place in May 1997 by Bishop Ioann of Belgorod and Stary Oskol, who is now an archbishop.

According to the document "Act on the Atrocities of German-Fascist Occupants in the City of Belgorod," compiled on November 14, 1943, by a special commission, more than 1700 innocent Soviet citizens were shot and burned alive in the barns of the factory beyond the Seversky Donets.

In the 1960s and 1980s, the public of Belgorod and veterans of the Great Patriotic War repeatedly appealed to the authorities to commemorate the Belgorod residents who died at the reed factory. Although their requests were considered, a monument at the site of the tragedy was never erected. In 1997, a chapel dedicated to the Kazan Mother of God was opened on Rечная Street, in memory of the civilians burned at the factory. However, it is not located at the site where the tragedy occurred.
