The chapel in honor of the icon 'Joy of All Who Sorrow' in Stary Oskol was designed by architects Sokolov D.S. and Sergeev P.V. The building is made in the form of a pillar-like structure, representing an octagon on a square base with dimensions of 6x6 meters. The facades are completed with decorative elements, and on the high light drum, there is one dome surrounded by a tier of kokoshniks.

The chapel was built next to the Holy Nicholas Church with funds from the employees of OAO 'SOEMI'. It is located at the exit from Stary Oskol and is open for visits daily from morning until evening. In November 2006, Archbishop Ioann of Stary Oskol and Belgorod consecrated the chapel in honor of the icon of the Mother of God 'Joy of All Who Sorrow'. Since the consecration, with the blessing of the archbishop, a weekly procession around Stary Oskol is held with the icon, which is kept in the chapel.
