On October 11, 2013, a commemorative plaque was laid at the foundation of the chapel. The service dedicated to the laying of the plaque and the installation of the cross was conducted by the rector of the Church of the Archangel Michael in the village of Vetluzhsky, Archimandrite Varnafa, and the rector of the Church of the Vladimir Icon of the Mother of God in the village of Vladimirsky, Father Vladimir. Residents of the village of Vetluzhsky and the village of Dmitrievsky, who initiated the construction of the chapel, participated in the ceremony. Their requests were supported by Father Varnafa and the head of the village administration, A. Zapevalov, as well as by everyone who could help with the construction. They jointly chose the location for the chapel and laid the concrete foundation. The log cabin was made in the correctional colony IK-7 in the village of Voskhoд Varnaвинский district. The wood for the cabin was provided by a resident of Dmitrievsky, V. M. Palinchak, who works in IK-7. By the time the plaque was laid, the logs for the cabin were already at the construction site. On October 14, on the day of the Protection of the Mother of God, the cabin was installed on the slab.

The location of the chapel is notable not only for its proximity to the cemetery and the old Dmitrievsky, from which the settlement began to grow, but also because it is located near the pedestal of the former monument to Alexander II. It is also important that the church, albeit in the form of a chapel for now, is returning to the village, where, according to local historians, the first church within the current borders of the Krasnobakovsky district was built in the early 17th century, dedicated to the holy great martyr Dmitry of Thessalonica. The new chapel will also bear his name. The commemorative plaque recorded the 'birthday' of the chapel, October 4, 2013.
