Ivan Andreevich Blitsyn, born in the 1780s and died after 1841, was an architect who lived in Voronezh from the mid-1810s. He held the position of city architect from 1819 to 1831, and then provincial architect from 1831 to 1835.

His projects included the Stone Arch Bridge in Voronezh in 1826, the All-Saints Cemetery Church (1836-1851), which has not survived, the city duma and magistrate in Pavlovsk in 1824, the Church of John the Theologian in Boguchar (1836-1846), as well as the Nikolskaya Church at the Archiereiskaya Dacha on the banks of the Don River in 1841, which also has not survived. Blitsyn reconstructed the house of D.V. Chertkov, transforming it into the building of the Noble Assembly (1822-1824), which has not survived. Since 1835, he became the first architect in Voronezh to work as a freelancer.
