House No. 10, located at the intersection of Belinsky and Lermontov streets, is the Penza Regional Scientific Library named after M. Yu. Lermontov. The construction of the building began in 1914 in honor of the centenary of M. Yu. Lermontov's birth, but was interrupted due to World War I and subsequent revolutionary events. The construction was completed in 1928, and in 1961 it was significantly expanded. In 1972, a monument to M. Yu. Lermontov was installed in the library's courtyard, created by sculptor V. G. Stamov and architect V. V. Popov.

The library was solemnly opened on October 15, 1892 (October 1 in the old style) in the presence of high-ranking officials and numerous guests. For the residents of Penza, this event was long-awaited, as it was the first public library in the city. By the time of its opening, the library already had 5,000 books and 234 annual sets of magazines. The foundation of the book collection was the private library of merchant V. N. Umnov.
